WHATS.NEW? - Operation: Overkill Version 1.11

(General note: Most of the modifications made in this version were to
 benefit beginning players and helping them understand the game.)

New Additions/Modifications:

[] Level 1 and 2 creatures are now easier to fight for beginners
[] Action combat now sets target range to 5 letters minimum for easier
    hitting with new players
[] Action combat information placed in Information Cabinet helps
[] Combat delay and Expert mode now options in hand-to-hand combat menus
[] Question prompted for new users regarding experience of Action Combat
[] Sound options not toggling correctly in SOUNDPKG.CFG.
[] A base address port has been appended to the end of SOUNDPKG.CFG
[] Surrendering option at encounter's first sighting added
[] Ansiterm's soundblaster port address and irq settings configurable in
    OOIITERM.CFG
[] Bank loan punishment of experience points now affects player attributes

Bug Fixes:

[] Oracle Threshold set too low in OOSETUP default configuration

[] Sentry Guard not tangling Hydrites with Trignet long range attack
[] Sentry Guard was not accepting AFB weapons.  He will now accept them
    but sell them at maintenance even if they are better weapons.
[] Squadron leaders could not claim bases that were disbanded yet still
    claimed for a squadron
[] Crystals awarded for increasing levels is sometimes negative.  Crystal
    award changed to 2000 for level 4 and below.  Level 5 and up receive
    no bonus.
